a "team leader" in the city planning department should, in theory, be able to answer any project-related questions:
how many refuse containers are needed on the site?
is it really necessary to have two 10'x30' loading berths for a private education facility?
should we replat the additional property before resubmitting the adjusted site plan?
is a visibility triangle measured from the property line or street right of way?
all straight forward questions (answers lost somewhere beyond an online text search of the zoning ordinance).

"please review the city comments and resubmit accordingly" is not helpful!
